Airport Opportunity
Mineta San José International Airport (SJC) has developed a program to improve and expand its in-terminal Food & Beverage (F&B) and retail concessions. As part of the upcoming Airport Terminal Area Improvement Program there will be approximately 20,000 square feet of combined retail and F&B concessions space, with that number expected to increase as plans continue to develop. In addition, the existing terminal retail spaces will become available in Fall 2007 and F&B spaces in June 2009. The City of San José will publish a Request for Proposal (RFP) covering F&B and retail in the existing terminals and future terminal development locations.
How Business Owners Can Get Involved
Business owners wanting to do business at the Airport need to work directly with Prime Operators and Developers who are interested in responding to the upcoming RFP. Prime Operators/ Developers take the lead in putting together a group of businesses interested in being part of the F&B and/or retail operations at the Airport. Business owners should contact all interested Prime Operator/Developers and, if they come to an agreement on a business relationship, the Prime Operator/Developer may then incorporate that business into their RFP submission. RFP submissions will be reviewed by the City of San José for selection. Please note that because it is a competitive proposals process, not all submissions can be selected.
The Prime Operator/Developer concept has proven successful at SJC and other airports, and was approved for use by the San José City Council in December 2004. Prime Operators and Developers manage their concessions and retail participants, as well as provide financial assistance to help support the success of partnering business owners.
Release of Request for Proposal
The City anticipates releasing the Food, Beverage & Retail RFP sometime late August or September 2007. The RFP will be posted along with the information from the July 24, 2007 outreach meeting at: www.sjc.org/about/master_plan.html
Airport Concession Disadvantaged Business Enterprise (ACDBE)
On Tuesday, September 12, 2006, the San José City Council approved the Airport’s proposed ACDBE Program. The ACDBE program will be included as part of the upcoming Food, Beverage and Retail RFP. The City of San José is proposing to meet ACDBE targets through race neutral means. The City contracted with a consultant team to assist with the research and analysis to determine the ACDBE participation targets. Although the City adopted race neutral means, the City has targeted 17.03% ACDBE participation for the Airport’s concessions program. As a result, the Airport is encouraging business owners to become certified.
